I do not know him but it was a post on reddit from 4 years ago that was asking for forum recommendations and that particular person said that this forum was the one of the oldest ones out there.

It's a fishing reference. Since you can't eat fish, you don't go fishing; so, you wouldn't know. One casts a fishing line into the water with a cork bobber on it. When a fish takes the bait, it tugs the cork bobber under the surface of the water and soaks the cork. That's how you know when to set the hook and reel in the fish. The video below explains it all:

The fish may pull on the fishing line and drag the attached cork bobber across the water's surface, pull only enough to make the cork bobber go up and down; but, when the fish pulls hard enough to submerge the cork bobber the idiomatic expression is soaking the cork. It's really more a matter of degree when the terms are used correctly.
That said, you could be absolutely right since I totally made up the fishing reference (viable distractor) as an introduction to the video. Think Monty Python's Confuse-a-Cat sketch.
