You can change your list without stating reason up until 22:22 on 2/2/22 (in your place of abode) as long as there was no significant change in the health of a person you are adding or dropping since the new year began in the country of their residence.
You can join at any time, but all your celebs still need to have a pulse at the time of posting your list. You get a grace period of 72 hours from the time of posting to make tweaks -same rules regarding changes in health.
