According to Gen Curtis LeMay, if one Chinaman survives by living on the moon. And two Americans are there. Then America wins. Using his reasoning, the earth is meant to be popped like a balloon - to achieve victory.
Dr Strangelove was more pragmatic. He believed we did not need balloons to start a war.
No problem. The US was doing same with balloons in the early 1950s. Then blamed it all on aliens in Roswell NM and Greenburg PA.
We are still alive. Apparently nobody has won ... yet.
