Airport in the City

In 1939 things were looking up. Prohibition was gone, industry was gearing up to supply the good guys in the war in Europe, business was even better because half of what we built for them got sunk by Jerry's submarines.
Prosperity was surging and flying cars were right around the corner.
It's only logical to have an airport in the city. Like LaGuardia, or Midway?  No, IN the city.

Indoor parking for private planes, some airships, and 250,000 cars? I guess in 1939 cars were smaller.
