This is the challenge. I think it's a novel worth of exposition, if I told it as an omniscient narrator. But I'm thinking of this approach:
Find a compelling human story, in a universe that obeys these rules, then tell the story in third person limited (the reader only knows what the protagonist knows).
And I have an ulterior motive for characters repeating across time-- I've put a lot of work into figuring out what their unique characteristics are. Like these guys:
Seen below, Araki's main characters from JJBA part V, said to suffer from "same face" syndrome. I'm attempting to turn this common bug into a feature.

I built a function of 2.4756 seconds to create the ripple pattern in a cyclical cosmology.
(Scientists believe that a perceptible "now" of consciousness is between 2 and 3 seconds)
This is a proof-of-concept, these dates would be susceptible to supernatural effects.

BIG PROBLEM:
I had assumed that, since [the past can be known, and the future is unknown]; this means that [all knowledge lies in the past, and no knowledge lies in the future].
However, in some situations, this is nearly the opposite of the truth:
Example. You find a half-melted ice cube in a glass of water.
1) It is simple to accurately predict the future state of the ice/water
2) It is IMPOSSIBLE to determine the past state of the ice cube (size, position, etc.)
I think this is a function of entropy, meaning that the flow of entropy might influence a conscious being’s ability to access knowledge, regardless of the direction they perceive time to be moving in. This would mean that a time-reversed consciousness can’t be written as a simple mirror image of ourselves.
They may have memories of their past (our future), and also the ability perfectly infer the behavior of some physical systems into their PAST; while having no direct knowledge of their future (our past), AND lacking the ability to make any kind of prediction about the behavior of some physical systems into their FUTURE.

They're called pneumaticons, or technically soma pneumaticons*. The otherworldly representation of a person's true aspect, the "fighting ghost" e.g. JoJo's Bizarre Adventure "Stand" power (a visual manifestation of life energy). However, in this case, usually percieved to be an antagonistic force. Because all information contained within an N dimensional volume can be encoded on the surface area of an N-1 boundary (the Holographic Principle), our universe is contained within a "holographic layer" therefore both ourselves and our pneumaticons are a reflection of our true aspect. The antagonists are an aspect of our true selves, equal in validity to our own perspective.
*From Greek, [soma = body] + [pneuma = spirit] + [eikon = an image, figure, likeness]
