You get a lot more snow than they do, mostly used to sand the roads rather than plowing. plus Scotland is less than half the size of Wisconsin.

Before The Big One, WW II, Scotland had a lot of Art Deco vans for laundries, florists, and such, built in Glasgow.
Drivers for Collars were responsible for maintaining them too.
