Ain't no way all the hardware on-deck (on the right) was stored on-board that rinky-dink.
As for the authority: it's a cockeye'd world. No one -- not us, not any of them -- has any authority to do any of the stuff any of us (more accurately: TPTB) do regularly.
Mebbe you can vote harder and get it all to stop.

Also: in numerous news stories, the dhow is referred to as 'a small wooden boat'.
Again: all that hardware wasn't on that rinky-dink.

How many of the news story writers saw the boat? I'd guess zero.

Wiki says the Monterey is 567 feet long.
In the pic in post #1 you can see (what looks like) the helo deck at the top of the pic. That would put the superstructure, immediately behind the photgrapher.
That would make the area where the confiscated weaponry is displayed fairly small. It definitely is not 120 feet in length. And the Monterey has a beam of 55 feet.
The displayed weapons could easily fit on the dhow in the pic. And we haven't even taken into consideration the depth of the dhow's hold.
ETA: Looks like your standard-issue Blackhawk chopper above the dhow. The Blackhawk is ~65 feet long, and it doesn't appear to be quite as long as the dhow.
