The most important work before our current Congress maybe aside from Climate Change is, arguably, shaping our response to the next pandemic. We could learn a lot from both our missteps and effective moves. Unfortunately, we do not have enough serious people on our committees. One thing which doesn't seem to get enough air is the poor vaccine rollout outside of the first world. I believe more Americans died from variants which developed outside the US than from the original virus. Could those losses have been averted with a better roll out? Instead of real questions, they get caught up in gotcha politics and conspiracies. Thanks Congress for completely sucking at your jobs. I'd also like to thank my neighbors for electing these chuckle fucks.

Keep in mind that the federal government’s response plan for chemical and biological warfare attacks is to proactively protect the military and the civilian government; but, only to segregate most other civilian casualties and properly dispose of the mortalities. The same goes for large scale industrial accidents involving TIMs and naturally developing biological hazards.
It’s not like in Israel where they have been continuously living with the threat of missile attacks that could at anytime contain chemical or biological agent warheads; so, the government issued gas masks (full face respirators) to civilians for storage at home.
We don’t do that. The closest we come is Washington, D.C. stockpiling around 25,000 (last I heard) gas masks for distribution mainly to foreign visitors at the nation’s capital if an attack is imminent. The rest of the civilian population will be mostly on its own.
What’s on WHO’s radar is the bird flu. It’s already zoonotic and the concern is that it might mutate to become transmissible from human to human. Among people who’ve been infected from birds there’s a whopping 52% mortality rate. If that goes full communicable, y’all are on your own while the military and civilian government are using all the resources trying to survive.
As with most threats, the onus is on the individual to be prepared. You can do it; but, you don’t have to do it: it’s up to you. Remember how many of those who preferred to take their chances with the federal government fell by the wayside during COVID.

You make good points about preparation and the Fed's goals. Shutting down the face to face economy even partially to protect ERs is something I'm guessing the government won't have the guts to do next time.
Direct care folks were sacrificed last time and will be sacrificed next time. I serve a number of families who have wage earners working in nursing homes. They're pretty low income and most have low education so they're easy targets for misinformation especially from their administrators. There is a huge pressure to not mask because it is a problem for that emotional attachment with patients.
Those of us whose ftf was temporarily shutdown last time can't expect that next time. I'm on the cusp of retirement so I'd probably just take the financial hit, others won't have that choice. I'm hopeful that I die outside of a nursing home.

That high pressure includes threats. Those patients (called residents in nursing homes, it's a dignity issue) represent income (regardless of source - private pay/insurance/Medicaid) and the customer is always right even if it kills them and/or others.

Direct care workers are prohibited from caching epidemic/pandemic contingency supplies of universal precautions items. Sometimes they're lucky to have enough to get through a routine 4-day holiday weekend. Why should nursing home owners and managers budget for that when they can just wait for the government to get around to declaring an emergency and giving them freebies at the taxpayers' expense. Until then, the direct care workers can beg, borrow, steal or buy their own; or else, they may be subject to employment termination, credentialling loss, criminal charges, morbidity and mortality. This is how the status quo is maintained.
Direct care workers rarely face disciplinary action during a healthcare crisis (excepting those who walk off the job); because, the nursing homes can't replace them fast enough. When the crisis is over, nursing homes can use the infractions to eliminate longtime direct care workers who are now wary and replace them with younger, cheaper, and less aware workers. Nursing homes can do all the above with impunity since State and Federal governments will do anything to avoid running nursing homes themselves. Other than that, nursing homes are a great place to be... just like the military is a great place to be except during wartime.

The Obama administration created a document titled “Playbook for Early Response to High-Consequence Emerging Infectious Disease Threats and Biological Incidents.” It was not a government structure as in infrastructure. It was more like military war games… tabletop exercises. It was created for the NSC with similar documents for HHS and CDC.
In an exchange with reporters on the White House lawn, Trump’s press secretary Kayleigh McEnany acknowledged the existence of the Obama pandemic playbook, even holding it up to show the press. She also dismissed its usefulness saying: “The Obama- Biden plan that has been referenced was insufficient. It wasn’t going to work….”
There was discussion back in 2020 as to whether the Obama plan was dated because it dealt with lessons learned from earlier outbreaks that may not have applied to the COVID pandemiic.

It was a committee tasked with establishing a manual and procedures for how to deal with pandemics. Detailing and coordinating the activities of all government agencies to respond to an emergency. That Office was first established by George Jr. And then continued (expanded) through the Obama administration. It was a Washington (government) office first created by George Jr after he read a book about a pandemic's potential threats.
I wrote about it in the old Cellar. Have forgotten the name. As I remember, Trump disbanded it in his first year. So it might be discussed around 2016 or 2017.
If anyone in the Trump White House said “The Obama- Biden plan that has been referenced was insufficient. It wasn’t going to work….”, then it was probably effective and useful. It was to both George Jr and Obama. But then they had intelligence. Purveyor of lies will say anything to be popular.

Then, for the next EIGHT YEARS, what they DIDN'T do was:
Preposition strategic reserves of Personal Protective Equipment (PPE) around the country for rapid distribution to the population.
Contract for PPE delivery with USPS et. al. to get PPE into everyone's hands.
Designate National Guard medical units for dedicated support to civilian medical treatment facilities in densely populated areas.
Allocate funding for this ounce of prevention even though it's still worth a pound of cure.
The Obama-Biden administration did nothing to give future implementation of the Playbook a running start. It was insufficient without preliminary preparations. It was a political panacea in response the potential biological threat that the Bush administration raised awareness to. After the Obama-Biden administration said Look, We Made A Plan!, they shelved it and left the real work for some future administration.
It's like giving someone a plan on how to repel a military attack; but, no soldiers, weapons, ammunition or vehicles... they'll have to find those things for themselves after the attack begins. Don't worry though, the need to find those things is in the plan!

OTOH, look at what that forward thinking Trump did. He came out with a Playbook for repurposing post-pandemic unused surplus personal protective equipment. His Playbook targeted surgical masks and had but one page due to his ingenious use of advanced concepts like A Picture Is Worth A Thousand Words. It'll never become outdated. Here's a copy for ya... For one obvious reason. All that required Congressional action. Congress has so many left and right wing extremists that anything progressive (ie building infrastructure, making Navy ships that work, fixing bridges, making a working spacecraft) could not happen. Since so many anti-American extremists obstructed everything, Even Obamacare took years.. My god. They could not even close a 'Gestapo created' Guantanamo. Where (we now know) hundreds of innocent men were held in violation of basic Constitutional and human rights. Extremist got one thing done. Obstruct that closure.
An obscure Indiana Republican, named Mike Pence, underscored this using a clip from the movie Patton. “We’re going to kick the hell out of him all the time! We’re going to go through him like crap through a goose!”. Clearly directed at the Obama administration.
Everything necessary from Congress was impossible. Especially since same extremists who did and still deny global warming were also in denial of a pandemic. Preaching cost controls while increasing a Federal debt by giving tax cuts to the rich.
We have a serious shortage of moderates in Congress. The only people who can accomplish anything useful.
